2.40GHz CPU showing cpu usage 799.968MHz only

I have recently switched from Windows 7 to Linux lite 3.8 32bit.
I have Intel® Core™ i5-2430M CPU @ 2.40GHz processor but it seems to run very slow
I checked cpu usage by

I am using the laptop on AC Adapter (Battery is removed i.e  Battery is Not Inserted )

Please tell me how to use cpu at high performance and safely
