Missing libncurses5-dev and dpkg-dev?

I was going to build a kernel on Linux Lite and it said the packages didn't exist. Help?

Nonono. I NEED libncurses5-dev and dpkg-dev. This is KERNEL development and it will NOT work with a substitute.
